The Head Start Program began in 1965 to serve children from families below 100% of the federal poverty level. UAMS assumed the Pulaski County Head Start programs in 1998, with 29 sites located throughout the county.

Major partners include Little Rock, North Little Rock, Pulaski County School Districts, Arkansas Cares, UALR, Philander Smith College, Centers for Youth and Families, Urban League, Centra Hispano, St. Francis House, Katherine's House, Little Rock and North Little Rock Housing Authorities, Arkansas Department of Health, and Easter Seals.
