PERSONNEL MANAGEMENT COUNCIL BYLAWS

Article I

Name

The name of this council shall be the Personnel Management Council.

Article II

Functions

  1. Evaluate sentinel events in nursing practice involving individual nurses and make recommendations for remedial action to CNO.
  2. Make recommendations for appropriate notification of regulatory licensing agencies.
  3. Evaluate clinical management grievances involving professional nurses and make recommendations for action to CNO.
  4. Evaluate disciplinary actions related to clinical practice for professional nursing staff and make consultative recommendations to managers, administrators and CNO as requested.

Article III

Composition, Membership, and Duties

Section 1 COMPOSITION:

  • Chairperson
  • Manager of Nursing Quality Improvement
  • All members of Nursing Executive Council
  • 2 senior level staff nurses with clinical expertise from each of the following areas: Clinical Programs Education Department, Acute Care, Critical Care, Emergency Department, Bone Marrow Transplant, Outpatient Services, Arkansas Cancer Research Center, Women’s Services, Surgical Services

The CNO will serve as chairperson. Administrative, professional and managerial staff will be included as appropriate according to the individual circumstance. Two senior level staff nurses will attend each session of the Personnel Management Council in which a clinical situation is being reviewed. One shall be from the area of practice in which the incident/issue being analyzed occurred, and one according to a rotational schedule.

Section 2 MEMBERSHIP SELECTION:

Membership for Executive Council members and the Manager of Nursing

Quality Improvement is assigned by virtue of their positions within the PNO. Senior level staff nurses from each of the identified practice areas will be appointed based upon recommendation from the Division Director and Managers.

Section 3 LENGTH OF MEMBERSHIP:

Members of Executive Council and the Manager of Nursing Quality

Improvement will maintain permanent appointments for the duration of their terms in office in the PNO. Senior level staff nurses representing each of the identified practice areas will serve a two-year term. Teams will be staggered in order to provide continuity to the council.

Section 4 ACCOUNTABILITY:

Personnel Management Council reports directly to the CNO and Medical Staff Quality Assurance Committee. Specific content of all deliberations and recommendations are held within the confines of confidential peer review information.

Section 5 Duties of Council Members:

  1. Attend all council meetings.
  2. Maintain strict confidentiality on all peer review council actions and decisions.
  3. Responsibilities of the Chairperson are:
  • Plan and call meetings as necessary to carry out business.
  • Conduct council meetings.
  • Report council decisions and recommendations to appropriate Administrative, Medical Staff Committees and legal bodies.
  • Invite management, administrative staff, and senior level staff nurses from the practice areas/rotation schedule as appropriate to each evaluation.
  • Ensure confidentiality of all meeting actions.

d.  Responsibilities of the immediate past Chair are:

  • Assume the responsibilities of the Chairperson in his/her absence.
  • Assist the Chairperson in carrying out his/her duties as delegated.

e.  Responsibilities of the Secretary are:

  • Record minutes of each council meeting.
  • Ensure that minutes are typed and distributed as appropriate.
  • Maintain attendance records for all council meetings.
  • Maintain confidentiality off all minutes.

Section 6 VACANCIES:

Vacancies in the membership will be filled as stated in Bylaws.

ARTICLE IV

MEETINGS

Section 1 Meetings:

  1. Meetings of the Personnel Management Council will be held only when there is business to transact.
  1. Meetings may be called by the Chairperson, or immediate Past Chair in the absence of the chair, at any time there is business requiring immediate action.

Section 2 Quorum:

The CNO or Immediate Past Chair may act as the sole representative of PNO if immediate action is required and other permanent numbers are not available.
