SUBJECT:
Quorum
Except when an
expedited or exempt review procedure is used, the HRAC Committee may only review
proposed research only at convened meetings at which a majority of the voting
members of the HRAC Committee are present, including at least one member whose
primary interests are in nonscientific areas [38CFR16.108(b)].
No official actions
may be taken at a meeting where a majority of the members are not present.
Failure of
Quorum During Meeting.
Should the quorum fail during a meeting (e.g., those with conflicts being
excused, early departures, loss of a non-scientist), the meeting should be
terminated from further votes until the quorum can be restored.
