Resident Organization/Resident Council
All housestaff members (interns, residents, fellows) in ACGME-accredited residency and fellowship training programs sponsored by the College of Medicine are members of the Resident Organization. The oversight body of the Resident Organization is the Resident Council. The Chair of the Resident Council may call formal meetings of the Resident Organization as a forum for issues of concern; educational and work environment, support, or other issues. The meetings are closed except for invited guests.
Resident Council:
The
Resident Council is a standing subcommittee of the GME Committee. Resident
Council representatives serve on 2 subcommittees of the GMEC – the Resident
Council and another subcommittee of their choice (defined below). Resident
representation on the GME Committee is an Institutional Requirement. The Council
focus is self-defined on a yearly basis.
Attendance
At least 50% attendance is expected of each member, at their respective
subcommittees.
Membership
In July, the Associate Dean for GME requests that each training program director arrange for a resident/fellow from the program to be nominated by his/her peers to serve on the Resident Council for the coming year. In addition, the Chair of the GME Committee may appoint other residents/fellows who represent special groups (e.g. AAMC Organization of Resident Representatives, AMA Resident Section).
Leadership
At the first meeting of the year, the members of the Resident Council elect a
Chair and two Vice-Chairs. The Chair of the Resident Council coordinates all responsibilities of
the Resident Council and provides the Council's reports to the GME Executive Committee.
The Chair is an ex-officio member of the UAMS Hospital Medical Board.
The Vice-Chairs assist the Chair as needed.
The Chair of the GME Committee and the Associate Dean for GME serve as faculty advisors to the Resident Council.
Meetings
The GME
subcommittees meet at least quarterly per the GME Committee Organization Plan.
Discussions at meetings are documented through minutes that are presented as a
report to the GME Executive Committee.
Representation on the GME Subcommittees and the Executive Committee
Resident Council Members: In order to assure resident representation on all subcommittees, residents serve on the Resident Council as well as an additional GMEC subcommittee: Internal Review, Duty Hours, Performance Improvement, Self-Reflection/Assessment, and Citation. These subcommittees meet in the months of October, December, February and April.
One resident representative is elected annually by the Resident Council to be a member of the Residency Position Allocation Committee. This committee usually only meets once per year.
Resident Council Chair: serves as a voting member of the Finance Subcommittee, and the monthly GME Executive Committee meeting.
Responsibilities
Resident Council Members: Each member has the following responsibilities:
1. Attends 50% Resident Council meetings and 50% of their secondary GME subcommittee meetings in August, October, December, February and April,
2. Communicates with residents and fellows about issues related to their educational and work environment
3. Represents the residents and fellows in the activities and decisions of the GME Committee
4. Assists individual residents and fellows to raise and resolve issues of concern in a confidential and protected manner according to GMEC Policy 1.400
5. Serves on the GME Appeals Board, if selected, serves on a Grievance Panel
Resident Council Chair: The Chair has the following responsibilities:
1. 1. Coordinates the activities of the Resident Council,
2. 2. Represents the residents and fellows in the activities and decisions of the GME Committee and the UAMS Medical Center Medical Board,
3. 3. Serves on the GMEC Finance Subcommittee
4. 4. Attends the GME Executive Committee meetings, the second Monday, 12:00–1:30 p.m., and provides the Council’s reports (written minutes of meetings),
5. 5. Attends the University Hospital Medical Board meetings, the second Monday of each month 4:00 – 5:00 p.m., B2 Conference Room,
6. 6. Serves on the Dr. M. Joycelyn Elders Resident Community Service Award Selection Committee.
7. 7. Serves on the GME Appeals Board; if selected, serves on a Grievance Panel
Resident Council Vice-Chairs (2): Each Vice-Chair has the following responsibilities:
1. 1. Assists the Chair as needed and assume his/her responsibilities as necessary,
2. 2. Attends the assigned subcommittee meetings in October, December, February and April.
3. 3. Serves on the Dr. M. Joycelyn Elders Resident Community Service Award Selection Committee.

Purposes of Graduate Medical Education Committee Subcommittees
Resident Council: see above
Self-Reflection/Assessment Subcommittee: Aid programs to send out thinking leaders of the health care team who engage in self-reflection. Equip programs to answer the learning activity Program Information Form questions in preparation for site visits.
Citation Subcommittee: Advise on reducing institution-wide program citations focusing on the category with the largest number.
Patient Safety: Subcommittee focus: Identify and document safety goals in place at the major participating institutions. Assess and adjust resident risk as well as patient risk in the patient care and education environment. Oversee duty hour monitoring, for the Sponsoring Institution.
Finance Subcommittee: Develops GME budget for next fiscal year during meetings in September, October, and November. Chaired by the past chair of the GMEC, associate dean, membership consists of: director of housestaff records, representatives from ACH, UAMS Medical Center and CAVHS who have the authority to commit resources, the associate dean for GMEC and the chair of the Resident Council. The subcommittee will recommend stipends to the RPAC.
