Resident Organization/Resident Council
Resident Organization:
All housestaff members (interns, residents, fellows)
in ACGME-accredited residency and fellowship training programs sponsored by the
College of Medicine are members of the Resident Organization. The
oversight body of the Resident Organization is the Resident Council.
Resident Council:
Is a standing subcommittee of the GME Committee, members are peer nominated and
they must attend approximately 10 meetings (5 RC and 5 other subcommittee).
Resident representation on
the GME Committee is an Institutional Requirement.
Membership
In July, the Associate Dean for GME requests that each program director arrange for a resident/fellow from the program, to be nominated by his/her peers to serve on the Resident Council for the coming year. In addition, the Chair of the GME Committee may appoint other residents/fellows who represent special groups (e.g. AAMC Organization of Resident Representatives, AMA Resident Section).
Leadership
At the first meeting of the year, the members of the Resident Council elect a
Chair and two Vice-Chairs. The Chair of the Resident Council coordinates all responsibilities of
the Resident Council and provides the Council's reports to the GME Executive Committee.
The Chair is an ex-officio member of the UAMS Hospital Medical Board.
The Vice-Chairs assist the Chair as needed.
The Chair of the GME Committee and the Associate Dean for GME serve as faculty advisors to the Resident Council.
Meetings
The Resident Council meets at least quarterly per the GME Committee Subcommittee
protocol. Discussions at these meeting are documented through minutes that are
presented as a formal report to the GME Executive Committee.
The Chair of the Resident Council may
call formal meetings of the Resident Organization as a forum for issues of
concern; educational and work environment, support or other issues. The meetings are closed except for invited
guests.
Representation on the GME Subcommittees and the Executive Committee
Resident Council Members: are appointed by the GME Committee Chair to the following Subcommittees of the GME Committee: Policy, Internal Review, Duty Hours, Performance Improvement, and General Competencies. These subcommittees meet in the months of October, December, February and April.
Resident Council Chair: serves as a voting member of, and attends, the monthly GME Executive Committee meeting.
One resident representative is selected annually by the Resident Council to be a member on the Finance Subcommittee and the Residency Position Allocation Committee.
Responsibilities
Resident Council Members: Each member has the following responsibilities:

1. Coordinates the activities of the Resident Council,
2. Represents the residents and fellows in the activities and decisions of the GME Committee and the UAMS Medical Center Medical Board,
3. Attends the GME Executive Committee meetings, the second Monday, 12:00–1:30 p.m., and provides the Council’s reports (written minutes of meetings),
4. Attends the University Hospital Medical Board meetings, the second Monday of each month 4:00 – 5:00 p.m., B2 Conference Room,
5. Serves on the Dr. M. Joycelyn Elder’s Resident Community Service Award Selection Committee.
Resident Council Vice-Chairs (2): Each Vice-Chair has the following responsibilities:
1. Assists the Chair as needed and assume his/her responsibilities as necessary,
2. If appointed, attends the assigned subcommittee meetings in October, December, February and April.
3. Serves on the Dr. M. Joycelyn Elder’s Resident Community Service Award Selection Committee.
Purposes of Subcommittees
Resident Council: see above
Policy: Develops, reviews and revises GME policies annually according to the ACGME Institutional and Common Program Requirements.
General Competency: Assists Program Directors to develop curricula and evaluation systems for the general competencies according to ACGME Institutional Requirements.
Performance Improvement: Develops key indicators to monitor each program and oversee regular survey of all residents and graduates.
Internal Review: Coordinates and implements the internal review process according to the ACGME institutional requirements, coordinates follow-up to ACGME external reviews and makes recommendations to GMEC about ACGME accreditation letters.
Duty Hours: Monitors each program's compliance with the duty hour requirements and oversees corrective plans; oversees the institution-wide monitoring of duty hours.
Finance: Makes recommendations for allocation of financial and other resources to support GME and to recommend to the RPAC the apportionment of resident positions.
