Assistant Professor
Kevin W. Ryan is
an attorney and health services researcher whose
academic interests center around public health
law and the development of state and Federal
policies targeted to improve health care
delivery and health care financing systems. Mr.
Ryan also has a keen interest in issues of
access and quality of care for children, women
and underserved populations.
Prior to accepting appointment to the UAMS
College of Public Health (COPH) and the Arkansas
Center for Health Improvement (ACHI), Mr. Ryan
served as the Provider Relations Director for
the Children’s Healthcare System (CHCS)
Physician Hospital Organization (PHO). Mr. Ryan
also served for a number of years at Arkansas
Children’s Hospital and UAMS in clinical and
managerial roles.
Mr. Ryan graduated with High Honors from the
University of Arkansas at Little Rock (UALR)
William H. Bowen School of Law, where he served
as a member of the Law Review. He has a Master
of Arts in Health Services Management from
Webster University St. Louis, Missouri (LR
campus). Clinical degrees include an Associate
of Science in Registered Nursing from UALR and a
Bachelor of Science in Radiologic Technology
from UAMS. He is a recipient of the Squibb,
Mallinkrodt, and Vickie Lynn Ables Awards. He
also is a recipient of the 2005 UAMS COPH
Student Council Outstanding Faculty Award and
the 2005 inaugural UAMS Chancellor’s Faculty
Teaching Award.
Mr. Ryan currently serves as the Associate
Director for Policy and Projects at ACHI. In
that role, he has primary management and fiscal
oversight of ACHI health policy initiatives. He
serves as the Principal Investigator for the
Health Information, Security, and Privacy
Collaborative (HISPC). He also serves as the
Principal Investigator (PI) of the Arkansas
State Health Insurance Expansion Initiative, a
$4.5 million grant from HRSA to study mechanisms
for addressing the status of the uninsured in
Arkansas and Co-PI of the State Coverage
Initiative, a $1.5 million grant from the Robert
Wood Johnson Foundation to design and implement
mechanisms to expand health insurance coverage
and promote stabilization of the health care
marketplace.
Mr. Ryan has an appointment as Assistant
Professor in the UAMS College of Public Health,
Department of Health Policy and Management.
Teaching responsibilities include instruction
and student mentoring in COPH, the UAMS College
of Medicine and the UALR School of Law. He
developed and teaches a course in Public Health
Law and Ethics. Mr. Ryan served as Project
Co-Lead on the UALR / UAF Tobacco Resource
Centers Community Readiness Assessment. He is a
participant in several other grant-funded
studies.
Keenly interested in politics and current
events, Mr. Ryan is also an active supporter of
the Pulaski County Humane Society and Central
Arkansas Rescue Effort for Animals. He is a long
time resident of central Arkansas where he lives
quietly with his family and four dogs.
