Before the transfer of the MHSA program to UAMS, he served as Professor and
Chair of the Department of Health Services Administration, University of
Arkansas at Little Rock.
Andreas Muller,
Ph.D., Professor of Health Policy and

as Professor and Chair of the Department of
Health Services Administration, University of
Arkansas at Little Rock.
Dr. Muller began his education at the Maximilian
University in Munich, Germany. He received his
Masters and Ph.D. degrees in Sociology from
Binghamton University, NY, in 1977. During his
graduate education he served first as an
assistant and later as the Director of Planning
for a Health Systems Agency in Binghamton. NY.
During 1978-79 he was awarded a post-doctoral
fellow at Johns-Hopkins University, School of
Hygiene and Public Health where he specialized
in health economics and injury control.
Dr. Muller research ranges form policy analysis
in injury control to evaluation of Medicaid
program changes in the State of Arkansas. He
served as a member of the national scientific
advisory panel for the Department of Veteran
Affairs. He worked on a research contract with
EDS on Medicaid pharmaceutical expenditure and
pharmaceutical utilization review in the State
of Arkansas. More recently, he has contributed
to the literature on social determinants of
health. His
academic contributions have been published
leading health care and public health journals.
Dr Muller has been teaching graduate level
courses on the U.S. health care system, decision
analysis, strategic planning and marketing,
health statistics.
John Baker, Ph.D., Professor of Health Policy and Management has been a member of the health administration faculty since 1980. He was the founding faculty member and Chairman of the Graduate program in Health Services Administration for sixteen years.
He teaches in the areas of health systems, management of healthcare organizations, managed care, health care quality management and the capstone management course in health administration. He also teaches advanced organizational behavior and leadership in the doctoral program. His research interests include the management of healthcare organizations, managed care and cost containment. He consults with hospitals, medical groups, long-term care facilities and managed care organizations on a variety of strategic and operational issues. He has served on numerous state and national committees dealing with health delivery system issues.
Prior to his arrival in Arkansas, he was a health administration faculty member at the University of Mississippi, the University of Missouri-Kansas City and Ohio State University. His undergraduate and MBA are from the University of Rhode Island and a doctoral degree in organizational behavior and hospital and health services administration from The Ohio State University.
John B. Wayne, Ph.D.,
(Professor), has been a member of the Health Services Administration faculty
since 1988 and a member of the College of Public Health faculty since its
inception. He served as Chair of the Health Services Administration
Department from 1997-2003 and served as Chair “pro tem” of the COPH
Department of Health Policy and Management from 2001-2004. He teaches in the
areas of health care finance, health information systems health economics
and management/leadership skills..
Dr. Wayne's current research focuses on the
effectiveness of public health systems,
improvement of the public health workforce,
disaster preparedness, rural health,
and evaluation of health services delivery. Previous research includes: cost
containment, and the prevention of unhealthy behaviors.
His public service activities include contributions to numerous
professional and community organizations. These include the American Public
Health Association (governing council, past chair of the Medical Care
Section), the Association of University Programs in Health Services
Administration (past chair of the Rural Health Faculty Forum, past Chair of
the Public Health Faculty Forum, past Chair of the Doctoral Education
faculty forum), and the Association of Schools of Public Health (past chair
of the Health Administration Council).
Prior to joining the MHSA faculty, Dr. Wayne was a faculty member for
eleven years in the Department of Health Care Organization and Policy, in
the College of Public Health, at the University of Alabama at Birmingham.
His academic preparation includes an undergraduate degree in Electrical
Engineering and an MBA degree from the University of Florida, and a doctoral
degree in administration of health services from UAB.
Ruth Eudy, Ph.D., Associate Professor has been a member of the faculty in the Graduate Program in Health Services Administration since 1999. Prior to that, she taught at the Tulane School of Social Work in New Orleans. She has taught Statistics for Health Administrators, Managerial Epidemiology, the Health Care System, Human Resource Management in Health Service Organizations in the HSAD program, the Introduction to Public Health course in the College of Public Health and Community Building for Public Health and Leadership for the Tulane School of Public Health and Tropical Medicine’s Arkansas program. Her doctorate is from the George Warren Brown School of Social Work at Washington University in St. Louis. Her research interests are in the areas of health policy for persons with mental illness, the public health implications of depression, and maternal and child health.
Stephen Foti, M.S.,FACHE, serves as the Coordinator for External Programs
and an instructor for the Program of Health Services Administration at UAMS. Steve has served more than thirty years in healthcare administration. Most of his career has been in Arkansas.
He has served as CEO of multiple health care agencies including ambulatory mental health agencies, inpatient mental health and physical health facilities, as Director of Health Planning for the State of Arkansas and was the Project Director and final author for the managed care system, Arkansas Behavioral Care.
He a graduate of the University of Arkansas at Monticello. He earned a B.B.A in Business Administration with a major in economics. He received his M.S. degree in Healthcare Administration from the University of Cincinnati with an emphasis in Health Planning. Steve is a Fellow in the American College of Healthcare Executives.
Bios - Part Time Faculty
Joan
Diehl, MHSA, MBA, CMPE is the Practice Improvement Manager for Community
Health Centers of Arkansas, Inc. In her last position, Mrs. Diehl served as
the administrator of a single-specialty, multi-site medical clinic in
Arkansas for eighteen years. Her prior healthcare experience was working in
hospital clinical laboratories as a registered medical technologist, having
attained a Bachelor of Science in Medical Technology from the University of
Southern Mississippi. Later, she received her Master’s degrees in Health
Services Administration and then in Business Administration from the
University of Arkansas in Little Rock. She also served a year-long residency
in Hospital Administration at St. Vincent Infirmary in Little Rock during
1985-86 under the guidance of Jack Reynolds and St. Margaret Vincent
Blanford. Mrs. Diehl was active in several professional healthcare
management associations during her career at the clinic and attained CMPE
(Certified Medical Practice Executive) status in the American College of
Medical Practice Executives as well as Diplomate in the American College of
Healthcare Executives. Further, Mrs. Diehl continues to be an active member
of Toastmasters International, a non-profit organization devoted to the
development and improvement of communication and leadership skills. Not only
has she served in numerous leadership roles at various levels of governance
within the organization, but also served for two years on its Board of
Directors, setting policy and engaging in strategic planning. Currently,
Mrs. Diehl serves as an adjunct faculty for the Master’s level class in
Ambulatory Care Administration at the Faye W. Boozman College of Public
Health, Department of Health Care Administration at UAMS in Little Rock and
her application has been approved for entering training as a surveyor for
the Accreditation Association for Ambulatory Health Care, Inc. Her role at
CHCA concentrates on providing technical assistance and support to the
members in the areas of clinical and business processes, operational
quality/practice improvement, health disparities collaborative, risk
management, utilization review, patient safety, emergency preparedness,
accreditation preparedness and other business applications.
Darrick
T. Paul,MBA, MHA, SPHR is an
established human resources healthcare executive with over 17 years
leadership experience in a variety of industries, including military,
government and private enterprise. He currently serves as the VP/Chief
People Officer for St. Vincent Health System (SVHS) where he oversees the
Health Systems’ Human Resource functions. Darrick received his undergraduate
degree from the University of Georgia and also received his commission as a
2nd Lieutenant in the United States Army Reserve. He also has a dual Masters
in Business Administration and HealthCare Administration. Darrick has also
obtained the Society of Human Resources Management designation of Senior
Professional of Human Resources (SPHR). Prior to joining St. Vincent’s,
Darrick was Vice President of Human Resources for St. John’s Regional
Medical Center in Joplin, MO. He also served as a Public Health Advisor with
the Centers for Disease Control and Prevention (CDC) specializing in HIV/STD
prevention and education. Darrick’s current and prior board memberships

Harold H. Simpson, JD is a practicing attorney with The Health Law Firm
in Little Rock, Arkansas. He limits his practice to representing hospitals,
nursing homes, and other health care providers and professionals.
He teaches health law at University of Arkansas for Medical Sciences and the
U.A.L.R. Graduate School of Health Services Administration and has taught
health law at the U.A.L.R. School of Law.
He is co-founder of the Health Law Institute which, since 1977, has
presented over 250 programs throughout the United States which focus on
health laws, regulations and judicial decisions of virtually every state. He
is the co-author of Practices (1984) and Nurse's Legal Handbook (1985).
He is a member of the American Health Lawyers Association and the Committee
on Health and Human Services of the American Bar Association Section on
Administrative Law. He is a charter member of the Forum Committee on Health
Law of the American Bar Association and past Chairman of the Health Law
Committee of the Arkansas Bar Association. He has been selected for
inclusion in the Health Law Section of The Best Lawyers in America for
1991-present.
