About Us
Mission/Objectives
The Office of
Community-Based Public Health was established to provide a resource for the
College in its efforts to promote community-based public health among its
faculty, staff and students. The Office, administered out of the Dean’s
Office, has four primary objectives:
- Develop and maintain close partnerships, based on
the COPH Principles of Community-Based Public Health, with a limited
number of Arkansas communities to serve as model programs of
community-based participatory public health
- Coordinate the COPH Community-Based Public Health
Faculty Advisory Committee
- Provide resources for COPH faculty, students and
staff on community-based public health theories and methods, and assist
in the development of new community-based educational, service and
research programs
- Develop grant applications and conduct funded
projects involving community-based participatory research
Purposes

M. Kathryn Stewart, MD, MPH -
Director
Dr. Stewart is an Associate Professor in
the Department of Health Policy and Management in the UAMS
COPH as well as the Director of the COPH Office
of Community-Based Public Health (OCBPH). She received
her MD at UAMS and completed her Preventive Medicine
residency and MPH degree at the Johns Hopkins University
Bloomberg School of Public Health. Her current areas of
focus include applying and teaching community-based
participatory approaches to research and program efforts,
and interventions to address racial and ethnic health
disparities. She brings to her work as a community-based
participatory researcher, a valuable combination of
expertise in health policy; program design and evaluation;
and survey research. Much of her experience has been gained
working with communities in the Mississippi River Delta
region and Bangladesh, but also in assisting with national
surveys in Namibia, the Philippines, and Ethiopia. Dr.
Stewart teaches doctoral courses on Community-Based Program
Design and Evaluation for the college, is a co-founder of
the UAMS Racial and Ethnic Health Disparities Taskforce, and
oversees a Kellogg funded initiative to eliminate racial and
ethnic health disparities through institutional partnerships
with communities. She has over 19 years experience in public
health, program development, and health services research,
with more than 5 years experience in community-based
participatory research. She served as the director of the
Arkansas Southern Rural Access Program, an 8 year initiative
funded by the Robert Wood Johnson Foundation to improve
rural access to primary health care. Her research has
included evaluations of Medicaid-funded waivers and
programs; studies of service utilization and access to care
for family planning, and home and community-based services;
and research on the process of community participation in
research. She recently co-organized a photography exhibit at
the COPH on the war in Iraq to educate the public about the
public health impact of war. |

Carla Sparks -
Community Liaison
Carla Sparks
is a Community Liaison for the Office of Community-Based
Public Health (OCBPH). The OCBPH is a college-wide resource that
supports faculty, students, and communities in CBPH and CBPR
partnership activities. She is also an adjunct faculty member of the
Health Policy and Management Department of the University of
Arkansas for Medical Science (UAMS) College of Public Health (COPH).
Ms. Sparks received her BS in Mathematics from Philander Smith
College of Little Rock, AR and is currently pursuing her Masters in
Public Health (MPH) from the College of Public Health, University of
Arkansas for Medical Sciences. Ms. Sparks has nearly 20 years
experience in training and organization development through her work
in corporate/private sector. In connection with her work through the
OCBPH, she serves on a campus-wide taskforce focused on reducing
racial and ethnic health disparities, and as a leader and member of
the Boards of several different nonprofit/community-based
organizations. In addition to her work as community liaison, Ms.
Sparks is an organization development consultant that provides
capacity building training and technical assistance to
community-based organizations in the State. |
Freeman McKindra

Community Liaison
Freeman McKindra, Sr. is
a Community Liaison with the Office of Community Based Public Health
(OCBPH). The OCBPH is a college-wide resource that supports faculty,
students, and communities in CBPH and CBPR partnership activities.
He is also an adjunct faculty member of the Health Policy and
Management Department of the University of Arkansas for Medical
Science (UAMS) College of Public Health (COPH). McKindra received a
B.S. degree in Biology from Arkansas A.M. & N. College of Pine
Bluff, Arkansas. He then pursued graduate studies at Howard
University in Washington, D.C., and Southern Illinois University in
Carbondale, IL. He has more than 35 years of experience with
government and private companies. In connection with his work
through the OCBPH, he serves as a leader and member of the Boards of
several different nonprofit/community-based organizations. In
addition to his work as community liaison, Mr. McKindra is a
community and organizational development consultant, providing
capacity building training and technical assistance to
community-based organizations in the State. |
Anna Huff

Community Liaison
Anna Huff currently
serves as the Project Director of the Mid Delta Community Consortium
(MDCC) engaged in increasing resources and understanding of
partnerships to enhance and promote community-driven health
improvement across the Delta of Arkansas. She is afforded the
opportunity to continue her work as a community advocate and
community researcher as a Community Liaison to the Dean of the
College of Public Health, co-instructor of the DrPh course Program
Design and Evaluation and her recent appointment as Community Deputy
Director of the Arkansas Prevention Research Center. |
Jinger Morgan

Project Analyst
Jinger
Morgan is a Management Project Analyst with the Office of Community
Based Public Health (OCBPH). She serves as the assistant to the Office’s
director, Dr. Kate Stewart. Ms. Morgan provides clerical and
administrative support to the Director and other members of the OCBPH
staff. She coordinates projects and special activities, such as setting
up audiovisual materials for presentations, organizing business lunches
for the Office and developing support documentation for projects. In
conjunction with her duties for the OCBPH, Ms. Morgan also serves as
administrative and clerical support for other faculty and projects in
the Health Policy and Management department of the College of Public
Health |
