No you do not have to be Hispanic to apply but you do have to show an interest in helping the Hispanic Community

Do I have to submit a copy of my passport even if I am applying for the CDC programs?

Yes you do 

Do I have to include my letters of recommendation in my application packet?

Yes you do unless you received a written excuse from HSHPS Program Coordinator

I can't view the scroll down bar in the PDF file, what do I do?

For software level:
Beginner
Intermediate
Advance
Proficient
None

For language level:
Level 1 – Elementary proficient
Level 2 – Limited working proficiency
Level 3 – Professional working proficiency
Level 4 – Full professional proficiency
Level 5 – Native/bilingual proficiency
None 

I can't type on the application form, what do I do?

You can print out the application form and write it out by hand or under Adobe go to TOOLS> TYPEWRITER and fill in the application form

I am a 4th year undergrad student, can I apply?

HSHPS highly recommends that you apply. We have accepted very strong applicants in the past

I do not have a passport/ my passport is expired, what do I do?
