PURPOSE

The purpose of this policy is to inform departments within the University of Arkansas for Medical Sciences (UAMS) of the procedures concerning the assignment of parking spaces on the UAMS campus. Parking on the campus is extremely limited and not available to all employees and students. In an effort to make assignment of parking space as equitable as possible while meeting the critical needs of the UAMS campus, the following procedures will apply.

POLICY

A UAMS Parking Committee has been appointed by the Chancellor to serve in an advisory capacity to the Executive Director of Campus Operations and is charged with reviewing campus parking fees, making recommendations of fee changes, and serving as an appeals board for individuals who wish to appeal decisions regarding assignment of parking space. The UAMS Parking Committee will be composed of representatives from the Academic Senate, the House of Delegates, UAMS Medical Center and Clinical Programs, the Associated Student Government, and the Housestaff. The Director of the UAMS Parking Operations Department will serve as an ex officio member of the Parking Committee. The committee elects its chair from among its membership. Campus parking fees are established by the campus with approval from the University of Arkansas Board of Trustees.

PROCEDURE

  1. UAMS employees, faculty or students requesting the assignment of a parking space in one of the campus parking areas must complete an application through the UAMS Police Department. Requests not accompanied by an application form will not be considered.
  2. Applications for the assignment of parking spaces will be reviewed by the UAMS Police Department and either approved or denied according to the following guidelines:
  1. All parking assignment applications will be evaluated primarily upon institutional need to meet critical tasks. Other criteria will include administrative needs, rank, and length of employment, but not necessarily in this order of priority;
  2. Applications from individuals having disabilities will be evaluated separately;
  3. Applications for parking from organized car pools are encouraged and will be considered separately. These applications will be given preference over those for individual parking when all other criteria are equal;
  4. Applicants making requests for parking assignments in more than one lot will be denied automatically by the UAMS Police Department and will be referred to the UAMS Parking Committee. The Committee will make a written recommendation to the Executive Director of Campus Operations regarding these applications;
  5. Certain students in the College of Medicine are assigned parking spaces in Lot 1 through the College of Medicine;
  6. The student residents of the dormitory are assured of a parking assignment;
  7. Parking is provided for Housestaff.
  1. Applicants will be notified of the decision regarding their parking applications. Applications will be kept 90 days for those persons who were denied assigned parking. Applicants desiring to reapply for parking must complete the process again after this 90 day period.
  2. Applicants requesting an appeal of decisions by the UAMS Police Department concerning the assignment of parking space on the UAMS campus must prepare a written appeal, either typed or printed legibly, and submit it to the UAMS Police Department. The UAMS Police Department will present all appeals to the UAMS Parking Committee for review.
  3. The UAMS Parking Committee will review the appeal at its next regular or called meeting. Individuals submitting appeals may meet with the committee and make personal presentations to support their written appeals.
  4. The UAMS Parking Committee will meet in closed session to make its determination regarding appeals, and will submit its recommendation in writing to the Executive Director of Campus Operations. In most instances, the decision of the Executive Director of Campus Operations will be final. At his or her discretion, the Executive Director of Campus Operations may wish to defer the final decision to the Chancellor.
