NUMBER: 4.2.05
DATE: 12/01/2000
REVISION: 07/01/03
| SECTION: | HUMAN RESOURCES |
| AREA: | COMPENSATION |
| SUBJECT: | ON-CALL PAY AND CALL BACK |
PURPOSE
The purpose of this policy is to establish, according to the provisions of current legislation, uniform guidelines within the University of Arkansas for Medical Sciences (UAMS) for compensating employees for call duty. It is the policy of UAMS to compensate Non-Classified Patient Care and other employees as authorized who are required, in addition to their normal work schedule, to be available for duty on nights, weekends, and holidays on a call basis.
"Call pay" is defined as a predetermined amount of hourly compensation paid to an employee in a designated classification (class code) when the employee is scheduled for stand-by duty. This is nonrestrictive call in that the employee must be accessible by telephone or pager. "On-site" presence of the employee must be paid as regular hours worked or overtime. A list of classifications that are eligible for call pay and their hourly amounts is attached. The position title is found in SAP/HR on infotype 0001, Organizational Assignment, in the field “position”; the code for “payscale group” is also found on infotype 0001 and on infotype 0008, Basic Pay, in the field called “payscale group”.
"Call Back" status occurs when an employee on-call is required to return to work to perform tasks. Pay shall include one-hour of "Travel" time and a minimum of one hour of Regular time. Further, both travel and regular time worked during "call back" will be paid at a premium rate of 50% (time and a half).
General instructions for the use of SAP/HR (infotypes 0001 and 0008) are found in the manual “personnel Administration for Department Users”, at the UAMS Enterprise website: http://intranet.uams.edu/enterprise/Manuals.htm
PROCEDURE
1. Requests for additional call pay classifications and amounts of call pay must be submitted to the Office of Human Resources and approved by the UAMS Chancellor. The need for call status must be demonstrated by the requesting department.
2. Call pay payments are not included in line item maximum calculations.
3. Call Pay is entered as a number of hours into Accutime (Kronos) by the department timekeeper as CALL 1.00, CALL 1.50, or CALL 2.00, referring to the amount per hour. See Chart attached to this Policy.
4. At the point were the employee on-call receives the call to return to work, the hours are treated at "at work" hours, travel time will be paid, a minimum of one hour will be paid, and all hours will be paid at the premium rate.
· Employees using Accutime timeclocks will use a special clocking code (F1 Key) to activate the payment of travel, minimum and 50% premium on all hours. This is also available on Accutime telephone system by pressing "3" at the proper prompt.
· For employees not using Accutime clocks or telephone, the timekeeper must manually enter hours for "TRAVEL", "REG" and the premium rate of "CALLBACK50"
5. Because all hours in the "call back" formula are being paid at a rate equivalent to "time and a half", these hours are not counted in the basic Overtime formula: they have already been paid at the overtime rate.
