SUBJECT: INCUBATOR COMPANY ACCESS TO UAMS FACILITIES AND SERVICES

PURPOSE

The Biomedical Biotechnology Center (BBC) was established in 1994 by the College of Medicine at UAMS to maximize industrial interaction with the University of Arkansas faculty, as well as to facilitate technology transfer. The Center’s specific objectives include the creation of an infrastructure to support technology transfer, to develop strong alliances with other research institutions in Arkansas, to develop an interactive network between research institutions and industry, and to design and implement an overall educational program to promote biotechnology in the state.

As part of its goals, the BBC has established an Incubator Program providing a uniquely supportive environment for nurturing new technological ventures. Such support may include the leasing of low cost space, providing shared office equipment and services and assisting in business, financial and technical matters to participating new ventures.

Incubator companies, while associated with UAMS, are considered to be non-UAMS units and external, for-profit entities. The incubator company employees are not considered UAMS employees, with rights and privileges thereof, unless they have UAMS appointments.

Each UAMS department/unit determines the facilities/services to be provided to external entities, based upon University-wide, institutional and departmental policies and procedures and on the availability of resources. Applicable fees may be required for services and facilities. However, where possible, UAMS departments/units are encouraged to include the incubator companies in any agreements for discounts from vendors if this will not put undue burdens on the unit or institution.

All such services/facilities to be provided by UAMS to incubator companies and the respective fees and/or reference to this policy shall be included in the client lease agreement between UAMS and incubator companies.

Incubator companies which are not associated with UAMS may be included under this policy if they serve one or more of the principal goals of UAMS. For example, a technology transfer company could be included.

University of Arkansas and UAMS Board policies supersede any other policies.
